Bill has served as the Snowmass Village Municipal Judge since 1982. Before that, his private practice of law in the District of Columbia and Denver consisted primarily of representing surface, sea and air carriers, and users of their services, in proceedings involving rates, operating authorities, and service matters before regulatory federal and state agencies and the federal courts. In addition, in a legal career that has spanned five decades, Bill also was an Administrative Law Judge with the Interstate Commerce Commission, where he presided over and issued Recommended Decisions in administrative law proceedings involving transportation rates and service. He served as Commerce Counsel for the Office of the JAG, Department of the Army, where he represented the Department of Defense and constituent agencies as shipper and user of transportation and public utility services in proceedings before federal and state agencies.
Bill is a graduate of Columbia University Law School and is admitted to the bars of New York, the District of Columbia, and Colorado. Currently, he is serving as a consultant to Aspen Dispute Resolution. |
